When a former EU official called the European Union a garden and the rest of the world a jungle waiting to invade, he was quickly accused of racism and colonial biases but not of delusion or misperception, even though Josep Borrell clearly stated that the Europeans have built the best social system humanity has ever known. Mr. Borrell may be gone, but this view of Europe as paradise on Earth still lives on. How does it shape the EU foreign policy vis-a-vis the proverbial jungle?
